I am new to Wildlands - just got it this weekend - and am trying to unlock the Splinter Cell missions. I have made it to the area, but the campaign is not populating. Are there missions that have to be completed prior to doing the Splinter cell missions? Thanks.

By the way, I am not sure if you need to have triggered the mission before or not, but you could try to attack that F.O.B you see on the map. That is the base you need to infiltrate at night. If you attack it during daytime (I did this *after* I had initiated and failed the mission a few times) then you will automatically fail the Fisher mission and the game will reload at 21:00 game time.

Maybe this also works before you have triggered the mission? May be worth a try... so instead of tedious fast traveling all over the map, you could try attacking that outpost and see if you can trigger the night mission that way.
