The original redstorm Entertainments versions of Ghost recon and R6 could be modded. hundreds of fantastic mods were made by very creative peaple for these games. I would look forward to downloading a mission, even a campain with new guns for both games, even though downloading 25 mb could take hours. Now these games lack that separate creativity that were a large part of the originals. I find that a little sad.
If they allow modding....they basically lose 80% of their potential revenue.
Who will buy Krambit and NVG packs if modders can bring in camos, skins, items and weapons in for free?
Modding beyond perhaps camos and map editors is not a part of the Ubisoft plan...and GRW will definitely have no modding at all.

Actually, Ubisoft games used to have Modding capabilities, especially Far Cry, but - due to creative differences and business decisions along with the effort needed to implement modding tools (*cough* TRIPLE AYYY MICROTRANSACTIONS AND LOOT BOXES *cough*; though, I don't remember really properly made modding tools by Ubisoft but just games that were easier to mod) - modding in their current vision of games would contradict with their current aim in game design.
Yes, I am stating this as politely as possible that - even though I disagree with some of Ubisoft's game design decisions - I agree that it's their intellectual property and games, and - if they wish to stay in this route - they may.
Personally, I think they'd sell more copies of Ghost Recon Wildlands if there was modding; the game is currently limited as it is while we're all waiting for Ubisoft to address the current matters brought forward by the community, and there'd probably be less complaints in the forums if players could actually fix and polish some of the things in the game as well as add content on their own terms; heck, I'd even go as far to say that Ubisoft would be able to focus on their DLC design better if players could mod since modders would be able to tackle issues as much as Ubisoft gave the tools for (e.g. adding new guns since Ubisoft is too busy to do that, adding a new helicopter flight system, adding AI customisation, etc.).
Again, it's Ubisoft's game so - if they don't want modding and if they'd rather shape the game in their own terms (both based on creativity and business-wise) - then it is so.
Plus, most Ubisoft games presently have some form of multiplayer or microtransaction system; both aren't exactly easy to be made compatible with modding.

Far Cry 2 had a few, but mainly Reshade and FC2 Editor mods, which are not the same as actual script changing mods. As far as mods go, I was into using them back when I was playing games like RTCW and original Far Cry, but mods these days are usually very unoptimized.
Again though, and I too am trying to be matter of fact about this, vs trolling like some here are, don't count on Ubi to offer mod support, especially in this day and age of micro transactions. They've not said anything to convince anyone that will change.
