If someone is OOS and you throw them down, 80% of the time regardless of the terrain my heavy->light misses. I see lawbringers poke the air 4 feet above downed targets and get a hit, yet shinobi's kama just phases through the grounded dude's body...

This happens to me a lot with Nobu as well
