So i have black flag, how come i dont get the pack for wildlands? am i doing something wrong anyone can help thanks.

Unlock it from Uplay, not the store.

Uplay for PC. Ubisoft Club for consoles, either by app on them or http://club.ubi.com.

I think at Uplay/Club the costume is called "Pack". The Ubisoft way to word things.

Are you unable to redeem it under the Rewards section (for GRW, in your Uplay library)? If so, this may be one where you need to install the game and beat the first section to redeem the reward.
