I think changing the ninja bag/skull gloves to allow the use of up to 4 gear set items, in conjunction with the exotics, but only allowing one item from each set.
This could let people mess around with different 2 piece bonuses and High End pieces. It might encourage build diversity and at a stretch balance, without really changing very much?

The damage bonus from the skulls gloves is only applied if you have no gear set bonuses active. The ninja bag activates the two piece bonus of whatever gear set item you have on. NInjaBike -Wildcard for everything except Calssified Bonus and does nothing to enhance Exotics.
So take this example
1 pc Sentry + Ninja = 2 pc sentry
1 pc Hunters Faith+ nija = 2 pc Hunters Faith
1 pc PRedator = ninja = 2 PC Predator
1 pc Striker = Ninja = 2 pc Striker
1 Ninja Bag
1 Skull Gloves.
How does that not give you 4 2 pc bonuses plus Skull Gloves? And again, ive used it with many builds but i ant say ive tried this and im very tired so i may be wrong but i dont think so.

For what it's worth, as I was testing this out, I put on a pair of skulls gloves and literally just threw on random other pieces of gear (some classified, some not).
Distribution wound up being about 5/6/4, with 335k DPS, 503k Toughness, 155k SP. And that's not even properly modded or anything.
I think OP is on to something here. If I could have a build with those stats, plus a few 2-piece bonuses, I would definitely consider putting a build like that together.
