I already owned the Sam Fisher Outfit, that is available from the Uplay store, so I thought I'd try it out, to see if it allowed me to use the carambit, before I buy the SC pack. Unfortunately it doesn't give you the knife kills, but I did discover that the NVG's are able to be lowered, and that they use the White phosphor tubes for the NVG's. And hat a difference they make.

Where did you find a SC Pack? Isn't that bound to the Season Pass?

It lists it in the store, but the only thing it currently contains is the fisher costume, which I already owned.

That seems strange. Really curious about this as I want the SC Pack, but not the Season Pass.

Apparently now they are saying that the pack won't be up for individual purchase for 3 days, unless you buy the pass. I think it just showed up in my store, because I already owned one of the items in the pack.

Yes, this is a way to acquire that original costume (besides owning Blacklist). Unrelated to the Year 2 content I believe.
