It seems so, at least for the Moment. Maybe the SC Pack comes after Maintenance, but currently it's only obtainable via Season Pass.

Pass holders get the SC Pack 3 days early. It'll probably be up on the store for everyone later this week.

If I understood UbiPain correctly the SC Pack in only obtainable via Season Pass in general.

So can anyone tell me where to find the season 2 pass. PS store doesn’t have it, the in game store doesn’t have it. Really would like to give them my $30.00 today!
