I think looking at the recent spam of GEs tells a story - a lot of people want more of The Division style PVE but with more variation, more story arcs and dynamic events - not necessarily fully fleshed out ones but longer runs of mission chains you can do with friends as well as the shorter stuff like the current legendaries, etc. in some ways a bit MMO/RPG style but a bit different - more like City of Heroes and Guildwars, etc. than say WoW or Everquest, etc.
Some of the bugs and issues have driven players away but that is only a part of the story.
There is still a ton of potential and potentially a lot of money to be made from the base that is The Division and no shortage of players who came back for the GEs but then left again.
Not sure what you call it in your countries but in the United States we refer to that as a complete full load of horse ****.
The more I look at Fortnite Save the world Devs and Massive the more I can appreciate Epic and not only them putting out new content almost on a weekly basis but also LISTENING to the community and not making up piles and heaps of crap. It becomaes more appearrant to me I won't be buying Division 2. If it's not a vast improvement and the devteam doing a full 180 on how they acted in Division 1 then no chance that games gonna be worthy of wasting time on.

That's their main problem. They say what we want to hear and never actually DO anything they promise.

Nice try devs, that probably went down with with your bosses but it won't wash with the actual players. Especially the 93% who vanished. It doesn't look good for TD2 if they are in denial about TD1. To correct your mistakes you first have to acknowledge them.

To give credit where credit is due, yes technical issues and balancing were part of the problem. While some of these issues still exist the Division has come a long way since launch and Massive deserves props for sticking with the game. The ETF and PTS changes were direct efforts to involve the community in the process, and for the most part have been a positive thing. Your sure not seeing Destiny doing anything like that. The concerning part is what everyone is *****ing about, the DZ. The fact that Massive refuses to acknowledge the problem of the PvE- PvP conflict is a bad sign. A bad sign that a lot of this same mess is going to return in Div 2. If they can't come out with a very convincing miracle at E3 to address some of the concerns of the players who left, the Division 2 will be the end of the franchise.... just like Destiny. Sure hope they know what they are doing.
