I've played Division since a week after release, took some short breaks here and there but been with the game most of the way through. I've built a LOT of sets, and love the theory crafting/set building aspect of this game. While I'm not a huge PvP'er I do enjoy PvP and am pretty decent at it. Before 1.8 I played Last Stand, a LOT. I typically do not go rogue in the DZ but have on occasion and will engage/fight rogues when necessary.
To the point at hand, before I obtained my 6 piece classified Nomad set I read a lot about how OP it was and how people were proccing their Nomad talent like 3+ times a fight not counting Recovery Link. I obtained my 6 piece set about a month ago and have been using it in the DZ and doing some PvP. My biggest "gripe" albeit small, is that for ME, the Nomad talent only seems to proc about what feels like 10% of the time in the DZ. At most I've had it proc twice but never 3 times or more.
So my first question is, is that normal for most of you Nomad users out there?
Next, just a little info about the build I run...
I'm at 7606 FA (407K DPS with Warlord using Vicious and Deadly), My secondary is House with Self Preserved and Responsive.
My STA is at 5422 (423K Toughness)
Electronics is 2961.
NOTE: It is not fully optimized but stats are in line with typical builds I've seen through research on the internet.
Base Crit CH is 42%, Crit Dam is 100% HS Dam is 87%
Health on kill is 25% and EAD at 22% (Not really overly relevant for PvP and I have 0 DTE, again not necessary for PvP.)
Max Health is 289K and Armor % 31.5 (This is where Optimizing will help when I get enough DIV TECH)
33% Bleed Resist
33% Shock Resist
16% Burn Resist
50% Disrupt Resist
I run STAM Mods with Crit Hit Chance mods, and Pulse Crit Hit Chance mods for performance.
I run typical Crit Dam mods on my weps in all slotsand the Mags are extended with Crit Chance and ROF except on the Warlord I do use one Mod for stability.
I mostly do ok in one versus one fights but Strikers with shotgun spam give me the most problems and it seems my Nomad proc rate isn't enough to stave off the damage they can put out nor can I seem to do enough damage to mitigate their regen/healing. Of course I'm sure for most this is a common trend facing Strikers.
Can anyone recommend any changes to optimize this build anymore? I've run SMGs primary, switched back to AR's for primary and thus have the typical 12% AR Damage on my gloves, tried it with M4s also which I like but recently been trying the Warlord based on various videos Ive seen about it especially with the Nomad build.

Is it normal for it to proc red - yes. Consider every green proc a blessing.
Personally, I don't like to have an AR / SMG mix on PvP builds. Having 12% weapon damage on your gloves is a massive advantage and one of your weapons isn't getting that unless you're giving up one of the other major attributes and you really shouldn't be passing up CHC and CHD as well.
It sounds like your Warlord is your primary weapon. I think you want to have it as your secondary weapon and bring it out when you're losing health. That way it will stop the incoming damage when you need to do that most. If you use it this way then Responsive and Unforgiving are going to give you more play in that scenario. Vicious and Deadly on your primary AR are the way to go though.
You're running a bit more toughness on your build than I am on mine. You should consider that with this build you have 50% extra health in the overheal. So whatever toughness you're showing, increase that by 50% to give you a better indication of where you're at.
My last bit of advice would be to almost never sacrifice CHD for CHC. The optimal ratio of CHC to CHD is 1:10. Rate of Fire magazines are king for PVP and you shouldn't be giving up RoF for CHC either. Unless you're running a talent that depends on Crit Hits such as Self-Preserved or Hurried, you don't need as much CHC as the game allows you to get. Simply because there's not enough CHD to match it in an optimal use of CHC/CHD.
Same here. I stopped using 6 piece Nomad. I run 4 Nomad and 2 Striker now with the Bullfrog (Striker gives excellent stability). I've been trying to get Recovery Link to work with the 4 piece Nomad, but it just doesn't work in the games current state. Either that, or I'm doing something drastically wrong.. The extra stability/DPS from the 2 piece Striker more than makes up for the small amount of heals per second, or the almost non existent 50% double/triple Nomad proc (etc) I (don't) get with the 6 piece set.

At any rate, while I like Nomad overall, it feels underwhelming in terms of the 6-peice proc rate, I'm serious when I say it seems to go off about 10% of the time, which from CPL599's perspective I can see why you'd switch to 4-peice and get the advantage of a 2 set bonus from another set. HOK in PvE is nice but it's really not going to do much for you in PvP unless there are adds nearby you can burst down for a quick heal but is it worth it? Probably not with how fast Strikers can kill you in this current meta.
Same with me it seems for more ppl it procs more. Usualy for the first proc is once then i might get more. I play it with the House with responsive/ unforgiving and it works well for DPS but sometimes the nomad it self betrais me. I am trying to have my ulty ready almost all the time and to spec more on firearjms. Over all is a cool set if servers are good and you are luck last times i played had some good games.
