Just to confirm this happens as soon as the game app opens, not when loading a specific save?
Have you tried clearing your consoles cache? You can do this by turning off the console, unplugging it, waiting a minute, plugging it back in and turning it on again.

I have also had a bad crash problem. On PS4 after being about to liberate my second region (the southern one) the game crashed. I can start up the game to the load game screen. But when I try to load my game progress, it always goes to a black screen. There is a little sound and a little bit of a loading symbol in the top right of the screen, then it crashes to a blue error screen.
I have uploaded the recent patch.
I can’t progress through the game now.
I can’t even test whether the game crashes on a new game, as it will overwrite my one saved game on the system.
It’s poor game design that prior “saved games” versions are not saved for backup. Plenty of other games do this. Now I am screwed.
How can I fix this?
