People all seem to have different idea's on how much work should go into getting gear they want and just how unfair RNG can be.
I have come up with what I think is a simple idea of how to get gear that would still use RNG but also you a set format.
So way this would work is you use ge events to get ge creds which you can then use to buy gear you want set at certain prices, so for instance a house could be 20,000 ge creds and a set of striker 50,000 creds, now RNG would still be used on the items but you would at least know for sure that a certain amount of work would get you a certain item or set and that it would be the same for every person.
just a side note all exotic weapons would then of course have to be worth something so I'd change all exotic weapons to 10% better dps than top dps same gun non exotic would be and get rid of special talents.
cost of things and such was just example and not what I am saying anything should be worth.
You can guarantee whatever you want doesn't mean it is going to have good rolls on it. Division Tech is what everyone has to grind for anyway. IMO grinding isn't the issue. If the missions are fun and engaging the grind doesn't even come into play. That is because everyone is having too much fun playing so they don't care about that. You have to reward the players for playing otherwise what is the point.

That's 34 caches worth of grinding per set or 134 caches for all four sets.
They could leave the completely random caches for the gamblers. I got all four sets in under 70 caches once but it was 84-124 for the other three events.
I just started in Dec playing he game. I play on th weekends or when I get off work a couple of hours.
I admit getting 4 cs Nomad vests was so freaking annoying . But finally got my full cs set , and my full cs set of stricker, sentry and banshee. looking for my lone star now.
How do you get the mods for your gear set. all the ones I have are garbage. is there blue prints for them Performance , stamina and damage resilience mods ect?

You have to change the economy and loot drop system simultaneously. 10 different monetary systems dowsn't make sense. Also crafting became irrelevant after level 4.
1. Make credits - credits (no monetary system for every area [underground, light zone, dark zone, etc). If all in game currencies, vending and crafting are tied together crafting and farming will never get old.
2. Change the crafting, in game vendor, crafting, and monetary systems so they are tied together (ie Warframe, hands down best all around crafting and economy). Require credits and crafting materials in order to craft items.
3. Require Phoenix credits and crafting material to upgrade items.
4. Don't drop weapons and gear, drop blue prints and crafting materials instead.
5. Don't allow purchases of weapons and gear except in some rare cases, sell blueprints and crafting materials.
This means you are always trying to obtain what you need to get the item you desire. And it only requires two currency types to obtain and upgrade items.

Also, you buy the blueprints from the Terminal vendor. Look for the blueprint mods that are "Power Level 34"

Here is my issue in that I don't understand the argument that we should make Classifieds hard to get because it shows a persons skill. That is a totally bogus argument in this game the way it is now. Having a full set of classifieds has absolutely ZERO to do with a players skill and is a byproduct of two things, pure luck and massive amounts of playing time. When I first started playing I was looking up to those with a 290 gear score as "great players" that I was trying to become. Then I became one and now understand its all BS. What happens now is if I want to "grind for gear" I get in a group of 4 and we just face tank our way though a mission on Challenging or legendary in 7 minutes then do that over and over and over. Sorry folks but that is not skill.
Now when I play today what I really enjoy is a good challenge. I want to take my gear and see what I can do against odds. I love going to the Underground solo on challenging. Take 20 minutes or so to slowly work my way through a difficult mission, and win it. The problem is, the game does not reward people for challenges. In other words, I get no better "luck" getting decent gear if I am doing a solo challenging mission which takes real skill to win, vs a 4 man challenging mission I can win in 7 minutes just plowing through it. What I want to see is compensatory rewards.
If I were Ubi king for a day here is what I would do right away:
1) Guaranteed classified drop if you do any mission on Challenging or Legendary solo.
2) Guaranteed classified drop if you do any mission as a group in Legendary only
3) Certain missions would get certain gear sets. I would say that each mission woudl have three gear sets associated with that mission.
4) All exotics are in the store and can be purchased with a combination of credits. Each one would need X amount of GE credits plus X amount of regular funds, plus x amount of Div Tech.
5) Weeklys would have a guaranteed classified drop and the sets would rotate in threes each week. So example completing the weekly this week gets you a drop of something classified from Striker, Defense, or Tactician. Each week there would be three different sets.
6) Div Tech has to drop from everything we do as it is now critical to progressing in the game.
This way you still have to do some of the grinding but if you challenge yourself to do something harder you get a reward, and we can replay ALL missions to get gear not just run Lexington a million times over. See my biggest grip here is I love playing this game and challenging myself. I dont want good gear handed to me on a platter, but for crying out loud lets make the gear valuable by using skill, not from just playing as long as you can and run missions as fast as you can. That is what is burning people out.
