    Possible solution

I had the same problem and found that after liberating Jacob’s region I was able to turn in the mission and get the next one from Wheaty. I know this is unhelpful if you need the resistance points but you can easily get them without this mission.

Can you let me know if the workaround Caveman posted manages to resolve this for you? Thanks for providing the video, i'll make sure to pass it on to be looked into in the meantime.

This has happened to me too, I am unable to complete the mission, as the bunker at Wolf's Den is all sealed up.
I can fast travel in to the bunker, but none of the NPC's are in there any more.
    Bit of a pain.

I found that once I completed the mission Casualties of War, the region was freed and all the NPCs returned. After that, I was able to turn in Gearing Up.

Were glad to hear that, creepy1101

PanterACFH666, have you already progressed with the main story and it's not unlocked?

Unbelievable, it is 2019 3rd quarter and still same bug exists.Game devs are definitely notified, but for some reason, it is still not fixed

I can testify to the continued existence of this bug. I'm curious as to what the trigger was, since apparently it is not a guaranteed outcome of the quest. I'm also curious as to the level of difficulty of fixing it. Weighed against the knowledge of what it demonstrates in ability and commitment, it must be a monumental task to patch a broken quest line. Although, No Man's Sky demonstrated that mistakes can be respectfully addressed with some patience and determination. Maybe it's just a lack of consideration for the long time fans and first time customers? Either way, it sends a clear and concise message to me. It's always refreshing to know where one stands in a relationship.

After failing this mission several times I used one of my helicopters. I chased the bugger down and let fly with the cluster of rockets. I then landed next to his corpse, grabbed the loot, jumped back in to the helicopter then headed back to the Wolf's Den only to find it locked down same as you guys.

Before the 'Gearing Up' mission, I had just killed Eli, then destroyed a lot of Generators in the dark. I then woke up to find myself having to fight my way up to a tough guy with a sniper rifle atop a huge crag. There were dozens of wolves and other guys to fight through and the bloke at the top was impossible to kill with my own sniper rifle even after shooting him in the head with AP rounds. I finally climbed up and killed him at the top of the crag. At least I thought I killed him. I was suddenly transported back to the bottom of the crag where the baddie (whom I thought was Jacob) muttered something before dying again (What!? Where?! How?!). Yep, this last scene was right by Wolfs Den. It was locked then too.

I haven't done the 'Casualties of War' mission yet, so I think I will try that next to see if that will unlock the end of 'Gearing Up'.

    I have FC5 version 1.15 installed on my PS4

Confirmed. One has to rescue Deputy Pratt from Jacob's bunker in 'Casualties of War' to unlock Wolf's Den to complete 'Gearing Up'. I was able to give him some Vinyl records to complete some other task too.
