Approaching the quest area via helicopter and then landing outside of enemies' view causes them to kill the hostages immediately after approaching the area again on foot.
Enemies become hostile towards the hostages as soon as you get close to them even without spot meter filling up(it fills up as usual when enemies see you, but hostages are killed at once).
Failing the quest restarts it with you in the helicopter hanging above the area hence it loops the bug. The only solution is to completely abandon the quest and then return to it on foot or some land vehicle.

I landed approximately 300 meters away behind a hill. Then I started approaching the area on foot but enemies started attacking hostages almost instantly after I could see the house. Mission failed and game automaticaly restarted from the checkpoint. I was in a helicopter above the quest area again.
It is hard to tell what exactly triggered the enemies. I failed the mission about 10 times in a row and it seemed like enemies became hostile just by looking in my general direction even through trees, grass and fences. Hills and the house still covered me I think.
After I abandoned the mission and returned there on a vehicle enemies behave like they usually do without such problems.
