Out of curiosity, can you also please specify whether you are running the game in offline or online mode?
First time posting on the forums but this problem needs more voice so here goes.
I have the same error when trying to change the affinity in Watchdogs 2 AND ghost recon wildlands as it runs at 90-95% CPU usage on all cores and "chugs" to 0 fps when it maxes out at 100% every 30 seconds or so. I am thinking the games are grabbing all the CPU usage and leaving none for windows to run and that is what is causing the issue.
I tried running all the .exe files as administrator and it stopped watchdogs from launching (it was stuck "loading" for a couple hours before I shut it down).
Tried capping the FPS (only worked for rainbow six siege but fixed all my problems).
Tried setting all the graphics to low and to max; did nothing but change the idle fps but did not stop or increase the 100% cpu usage.
Tried only running ubisoft and no other programs; no difference.
Tried changing the affinity while running the task manager in administrator mde.
the CPU I have is an intel i7-7700K @4.20GHz
16GB ram
GTX 1070-Ti
Windows 10 fully updated
The error looks like the following (transcribed in case the link doesn't work)
"Unable to access or set process affinity"
"The operation could not be completed"
"access is denied"
By the way, this is what the CPU looks like when playing the game (watchdogs, ghost recon, or uncapped rainbow six).
