I had attributed this issue, as well as crash to desktop a UBI issue (as I have had past issues with their games). I had even tried full OS install on different hard drive, etc.
A few weeks ago I built myself a new PC and now on FC5, the only issue I ever get is the lightingservice.exe easyanti-cheat error (which needs fixed - it has existed in various forms for at least 6 months). The Division crashes are down to maybe once a week (not counting Delta and Mike errors).
For me at least, it turned out to be something in my old system. Only thing I moved from my old to the new one is my Asus BD-RW drive so not sure what it was. If you have spare parts, you might try a few other 'known good' ones just to see.

my game crashes too, in my case i managed to track down it to virtual memory usage, originally my page file was automatically managed, then i changed it to recommend still crashing, then i put max 4500mb, it worked some time, when virtual memory maxed out at 99.9% my game freezed for couple seconds, then worked about second and then crash.
