First verified game cache>
Connect you controller>
Then open big picture>
Click far cry 5>
Manage game>
Controller options>
Use steam configuration for non-steam Controllers>
Select (forced off) click ok>
Launch game. Now d-pad should be working.

Thanks man! Changing steam configuration for non-steam controllers fixed it!
I'm not far enough in the game to drive anything - so can't verify if it affects the ability to use left trigger for reverse in vehicles, but now I can use the d-pad!

So after seeing so many people with this issue....I tried my Xbox One S controller, and it turns out the steam configuration fix doesn't work for that controller. But if I go back to my original Xbox one controller the dpad does work with this fix.
So the issue seems tied to Xbox one S controllers and elite controllers (and perhaps other aftermarket controllers).
