The game director said hasn't been buffed - not won't be buffed.

Well they said that any change to him would be to drastic to keep him in the same way people like to use as an dumb meme spam, so they are gonna leave him like that most likely, they are most likely make a new turret operator that is actualy useful and can be changed instead of changing him

for starters give tachanka ACOG for his smg and give him 2 more magazines for his main and secondary weapons.

Those buffs are easy and would make tachanka himself more useful.
