Probably because someone is so bad even with the best ingame class and he PERSONALLY needs a buff. Can't explain other scenario

PK can and should receive some buffs.
But she also needs some nerfs else where.
zone itself probably needs looking into.
Her back dash distance/recovery should also be looked into.

Sure, it's not an official Ubi spreadsheet, just the one linked on r/competiveforhonor. There are differences split across the different game modes (i.e. Gladiator is S tier in Duel).

If you're referring to Skorbrand's tier list, I think you got dominion and duel mixed up.
