    adjustments needed to show good faith among your base for the Division 2

    Make classified High-ends and Exotics. These will add much needed variety and provide a strong use for cover too. you really want to make the player base happy before the launch of the new game....

    Masks
    Enduring: health continuously regenerates and overheals (all the time)
    Refreshed: All your healing is improved by 20%.(all the time)
    Rejuvenated: Consuming a medkit increases all resistances and armor by 40% for 10 seconds. (add armor)
    Tenacious: Using a Medkit increases your damage by 20% for 15 seconds (increase buff and duration)
    Rehabilitated: Being effected by a status effect triggers 50% health regen over 15 seconds stacks up to 3 times (complete change)
    Ferro's Oxygen Mask: User is immune to fire effects and gains 20% damage for 10 seconds after taking exotic damage (vastly enhanced)

    Chests
    Reckless: Deal 16% more damage but take 8% more damage. (increased damage lower damage taken)
    Robust: Gain 20% armor 20% accuracy and 20% stability while in cover. headshots from LMGs have a 20% chance to disorient the target. (cover shooter)
    Rapid: Cooldown of skills reduced by 20%. (all skills)
    Vigorous: All your healing skills have Team Overheal enabled. Cooldown of healing skills reduced by 15% (team overheal and old rapid)
    Forceful: While signature skill is on cool down all damage is reduced by 10% (old while signiture was useless)
    Barrett's Bulletproof Vest: Increase Skill Power by 20% when no skills are on cool down. Increase damage by 20% when one skill is on cooldown. Increase armor by 20% when both skills are on cooldown. (increased all to 20%)

    Backpack
    Technical: Increase Skill Power and skill haste by 10% while the Signature Skill is on cool down. (power and haste added)
    Inventive: Your Skill Power and skill haste are increased by 15% while you have at least 2 health bars. (power and haste)
    Relentless: 5% of PvE and 50% of PvP damage dealt by skills is returned as healing. (better PvP modifier)
    Resourceful: All healing applied to you is also applied to your skill objects, and team members within 30ft does not overheal (team heal)
    Specialized: Adds 300% of Firearms and Stamina to Skill Power and health (increased buff)
    NinjaBike messenger bag: Slots with any equipped Gear Set item to fulfill a requirement towards unlocking a Gear Set bonus. Can unlock bonuses from multiple sets simultaneously. Cannot unlock Classified Gear Set bonuses. (unchanged, stacks with new shortbow perk)

    Gloves
    Savage: Critical hit chance and crit damage is increased by 10% when target is out of cover. (increase crit)
    Cunning: After reloading, your next shot has a 30% higher critical hit chance and crit damage. (better chance and damage)
    Decisive: Sidearm damage increased by 20% (all damage both pistol and sawed off)
    Astute: The first half or your magazine does 10% more damage (actually useable)
    Skulls MC Gloves: Damage is increased by 20% when no Gear Set bonus is active. (increased value)

    Holster
    Recovered: After completing a cover to cover move heal for 100% of missing health over 5 seconds and gain 20% all damage resistance for 10 seconds (improved)
    Nimble: After completing a cover to cover move heal for 100% over 25 seconds and gain 10% weapon damage and movement speed for 10 seconds (improved)
    Steadfast: Healing doubled while in cover. (100% healing received)
    Sturdy: Increase Armor and reload speed by 20% while in cover and for 5 seconds after leaving (better mechanics)
    Colonel Bliss's holster: Hitting a target consecutively with a sidearm increases all weapon damage on target by 4% for 20 seconds. This effect stacks until 8 shots, after which the stack is consumed and triggers an EMP effect. (more damage less shots)

    Kneepads
    Accomplished: multikills have a 20% chance to reward 1 key fragment . (Vanity rewards)
    Prosperous: 25% chance for headshot kills to grant 1 div tech. (Credits are useless)
    Braced: Reduce all damage while in cover by 15% increase accuracy and stability while in cover by 15% (NEW* cover shooter)
    Shortbow Championship pads: The fuse time on grenades is reduced to 0.20 seconds. If NinjaBike is equipped, slots with any equipped unclassified Gear Set items to fulfill a second requirement towards unlocking a Gear Set bonus. Can unlock bonuses from multiple sets simultaneously. Cannot unlock Classified Gear Set bonuses. (allows two 4 piece unclassified set bonuses.)

    And here I thought this thread might have said something useful.... like please balance the sets in division 1 or I will not buy the next game.
