they probably intended for the players to make that decision but it doesn't really work. now they're punishing people for toxicity instead of just putting in a ranked brawl to fix the damn problem.
brawl has been weird from the very start. if brawl was ranked then people would do their all to win and no conflict between 1v1ers and 2v2ers would exist. it was the same problem with Elimination until people stopped playing that mode.
imo; make brawl ranked only so there is no confusion in how it's played. it's supposed to be 2v2.
and then at the same time create a hub where people can challenge eachother and others can watch. that will satisfy the people who wanna duel and chill, aswell as giving "RP"ers a place to go.

There 100% needs to be some kind of 'Arena' mode, or even a FFA of sorts, where players can decide on this kind of honorable play if they want.
I often have games with my mates, and we would love to be able to go into a 4 player FFA game, where we can all fight eachother, and simply just take turns, instead of having to worry about which team we are on at the start of the game.
I would love a game mode where you can have multiple 1v1's going on at once, then once your small battle is done, you are instantly healed, while you watch the remaining players fight.
You then get rotated around to eachother, so you're constantly fighting other players, and getting to spectate those who aren't finished yet.
I'm perfectly happy with a spectator arena, where there is ONLY a 1v1 at any time, and everyone else just watches the fight.
BUT that could be boring for those who would rather be fighting than watching, hence my above suggestion.
I made some suggestions for modes that focus on 1v1 fighting, while having a full server of 8 people for greater opponent variety some time ago. Sadly the post went completely ignored and has probably been deleted at this point (can’t find it with a search)
A shame too, I felt I actually presented my ideas very thoroughly, and I think that with more opportunities for 1v1 gameplay that doesn’t lock you in with just one opponent for minutes on end, would allow for Brawl to be a proper 2v2
