He can put mark on enemy for the whole team, and the enemy can't know it. He can shoot without alert ping with a sniper rifle(he have it on 'close range').The sniper? Close range? If Ubisoft wants a persecutor, they have to fix it. A warning sign during the shot would be good enough.
Stalker class is going to be ruthless to deal with for sure. Another person on a different thread said to use mirror mark on marksmen classes, the only problem is you dont know who marked you or from where and you are marked for the whole enemy team to see, so mirror mark will only mark that one person while you have 3 others shooting at you. At least the SRSa1 has a slow fire rate, now what scope's come with it could change how the class is used. I for see a sniper that can sit at a distant and fire down range with little fear of being spotted unless you're tracking bullet trails like tracking arrows. Its seams like his abilities would be for an assault class but being that there are so many of those classes right now they made him a sniper hunter. If mirror marked is his only thing to worry about, feels like we are being forced to use certain perks just to keep it balanced. Hopefully they adjusted the shotgun so he can effectively hunt in CQB.

Edit: like will there be a point cap of spotting for him? I.E. you get your spot points, look away, lose spot, then spot them again for more points and then spotter bonus points. Also can he spot more then one person at a time?

Its going to be interesting. Remember that the Stalker is going to have to break cover to spot. You could argue that a sniper currently breaks cover and shoots (I'd rather be spotted then dead). There will be limited times when you would rather spot an enemy than shoot.
The lack of a sound marker could be the real bonus, though the mention up subsonic rounds makes me think the bullet drop could be high (and therefore balanced) .
As for the shotgun secondary, if it behaves like the other shotguns (except super shotty) then I would guess it wont be used much. Unless there has been a shotgun rework, which wouldn't surprise me.
