Why are the DLC's not expansions to the main game? This would have made the journey towards reaching Tier 1 far more interesting.

By the time I completed the campaign, I was sitting at around Tier 35 & the fact that it takes so much time to farm supplies in order to level weapons up to lvl 30, but not able to use them in new/ unknown enemy encounters is just sad.

The DLCs separated from the Core Game is one of the biggest Problems I personally have with this Game.
It's simply unbelievable they did it that Way.

And sad to say that the DLC Fallen Ghost is better than the main Game

Be glad it's separated. You won't have to progress into stunt ramps and pink-blue Baskin Robin's monster truck, then suddenly to dark themed Los Extranjeros where SB are almost no longer exist.

Being separated isn't the problem. The problem is the character progress is separated.

Well, that's a personal preference. I don't like Supersoldiers with Camo and Mechwarrior Armor. But admittedly that's what we have in Tier Mode, too.

Also makes it completely pointless to have alt characters too.

As Tactical alluded to, this concern has been brought up before. The DLC were considered separate experiences from Day 1, and there are no plans to integrate NR/FG directly into the main game.
