I really don't want to bring this up now ,but I am sorry I don't think I can support you in your The Division 2 .I hope The Division 2 get successful which is unlikely ,because the first one has very bad reviews .
Since day one people have been complaining ,but no one is listening to them .You have people who play this game for PVE demanding PVE or PVP choice in the DZ ,they wanted more story ,but you didn't listen to them from the beginning .Then you have people who play this game for PVP who complained about gearset balancing and OP skills and favouring noob players over skilled players etc ... There are also issues both the PVE and PVP players have complained about like lag ,delay and separating PVE from PVP ,but we didn't see any fixes to these problems .
I deleted this game for about a month now .I was hoping for gear set balancing ,some gearset are clearly better than others by far it's not even close ,but clearly you don't want to fix that .You choose to give us 2 legendary missions which people will get bored from in about a week or so .You just ignored the PVP players in this year 3 plan . I am a PVP player and I am very disappointed .I really really had faith in you , I don't know why. Every patch I say they will fix that in the next update ,and honestly I am tired of this .
Maybe in the future I will change my mind and actually buy The Division 2 I am not sure . At the moment I am not going to post much in this forum not to mention actually playing the game , I might come back to it once there is a gearset balancing ,if not then I am very stupid for having faith in you and will be very stupid to buy your next game .
Like the OP said. This game had room to grow from day 1 and it was wasted. I don't see reason to spend another second or another dime on this game or this franchise.
I hope that between now and it's release that I change my mind, but as of right now I just don't see me buying the game no matter what they do.
I don't think UBI has a good track record with keeping their "promises". I have not been able to recommend that anyone pre-order anything from UBI for several years now.
Generally speaking, I would say their games are a "wait and see" or "better later" category.
You wait for a sale to see if it drops the price low enough to make it worth your time and money to put up with the broken aspects of the game, or consider it months or years later if they've made the game better.

There will always be people complaining of something in a game. I don’t think there is one game which is perfect which had no complaints. Nothing is perfect and even if it’s nearly perfect there will be complaints. I have accepted this and for money I have spent for The Division it has brought many hours of entertainment. Is there things that can make it better probably? I am sure there is but dollar for dollar I have spent buying TD it was worth and regardless TD2 I would buy.
Just because they screwed up the first one does not mean they'll do the same mistake on the second one
i feel like ubi finally realized that going for longevity in a game pays off way more (example being six siege)
and thats why they'll probably take their time with the division 2 and make a good product one that lasts more than just a year for the majority of people
my suggestion to the imbalanced sets and abilities are classes... if the game introduces classes such as sniper, tank, DPS, healer, mechanic, some stealth class and makes dedicated abilities and sets for them then that would fix a lot of issues
