If I'm asking a question that has already been asked I'm sorry. I'm buying a new computer and I'm not sure how to move Ghost Recon and uplay to the new computer. I don't want to download the game again because my connection sucks.

You need to download uplay again on the new pc, but,
If you have an external storage device large enough for the game, you can place it on the external storage, and from there place it somewhere on your new pc. Then you can locate the installed game in uplay.
