That just seems lazy and greedy when it seems like resources could be put towards giving us something new for buying the season pass

If people are still confused by this, then I think it is obvious that it wasn't communicated clearly enough to the Season Pass consumers. Depending on where you look (even on Ubi's site), I can see where some may have misunderstood the details about the release if you didn't read carefully.
I was a briefly tempted by the season pass for the same reason as the OP (to give me something to do before FC5's release) but immediately backed down as soon as I noticed when it would be coming out. I have no interest in playing it so soon after FC5. ....and without a concrete date of when to expect that I would have it. ....no thanks.
