I think the things that need to be done to make him just as good as the Kensei are that:
First his range needs to be set back to what it was before the rework.
Second: All his heavy attacks need to be 100 milliseconds faster.
Third: His overhead heavy attacks should cause Stun.
Fourth: Shield uppercut needs to be able to wall splat and throw enemies back as far as shield bash does. Also because shield upper ends up costing more stamina in the end for less damage it should cause knock down on enemies that are Out of stamina.
Fifth: He should have superior block while charging.
And lastly: His suppior block on all sides should activate earthier Immediately or after 100 ms.

His range was reduced for some reason, even though it wasn't all that long beforehand. Now it's actually messing with the way the moves were intended to work. For example, after a shield bash you should get a guaranteed light, except because the range was reduced this sometimes misses.
His heavies are notoriously slow. Speeding them up by 100 milliseconds would help his combos have a better chance of flowing and give his feints a bit more urgency, so the enemy feels they have to respond faster.
The shield uppercut improvements are just trying to make the move usable. At the moment it's totally useless. It may as well not be in his set.
The superior block while charging is a good suggestion because it brings back the strength of that move. As it stands now the move is just a 4v4 gank tool. By giving it the superior block, or even full block, while charging it would make it viable in duels without impacting its effectiveness in 4v4, since it's already overpowered there. I'd actually like to see them find a way of reducing it's effectiveness in gank situations but I have to admit I can't think of any way to make it balanced in ganks without also making it useless everywhere else.
Finally, the full block stance was redesigned as a counter tool. You full block then flail uppercut as the riposte. Except it's unusable because it takes too long to deploy. You simply can't use it on reaction and since opponents don't give hints they're about to attack until they actually attack, it's impossible to predict the timing consistently. In fact, you're more likely to end up giving the enemy a free guardbreak. So shortening the time on this would make it a viable counter move. It's not like it would be overpowered either. There are other characters with counters like this. The warden, highlander and aramusha, for example, all have near instant counters.
