I'm running my last character through WSP picking up the phones and I got thinking...
Phone and video files would be great loot drops. Sure it's going to be RNG, but they could be done in a way that you got each story part in order.
I think it would be fun to add them to the entire loot table with no weight towards any content. So, you are just as likely to get one from a citizen as from a hunter in underground.
I can't imagine that they would be difficult to make and add regularly.
Once you collect all 25 pieces of "story loot" you get a vanity item that is a part of a set.
If it didn't add too much production time they could even end with a side mission that rewarded the vanity item.
There is 176 pages of the new York Collapse Survival Guide plus 6 accompanying items and not nearly that many in game to find.
Maybe start adding more pages of the Survival Guide to the game as intel?
Maybe the Urban Explorer from the Underground could make a return in the LZ + WSP?
The Urban Explorer was the author of the photos in the UG.
Maybe a Civilian artist is drawing what they see in real life. Sneaking around sketching Cleaners dumping bodies, Rikers killing JTF, ect.
And you can find his sketches around the city.
It could also have mini series of drawings such as if they followed around a single LMB soldier sketching him over days or weeks.
Then stayed at Hudson Refugee camp sketching the populous for a few days.
So many things could be added.

What about finding schematics of Agent tech. Maybe some Asher like Agents holding on to them, maybe in secret puzzle rooms (like the WSP secret mission), maybe event hidden areas in the LZ really hard to find like a hidden 1st wave agent basement hideout, or even secret passage ways in some UG rooms.
I'd love to see a schematic of a flame turret that you can inspect and see what makes up the turret, and how it functions, what fuel it uses, ect.
Maybe the schematics are ripped/fragmented so you have to piece all of them together to get the full image. Treasure hunting + lore in one. Assuming the treasure hunt is pure RNG since then it'd be more like an rng hunt :P

Destiny 1 had Grimoire cards, which offer more in-depth lore and commentary into the Destiny universe. It was pretty cool. You unlock grimoire cards by completing activities in Destiny. I would like to see a similar game mechanic in the division 2 that are tied to commendations that off more in-depth lore behind the division universe. Sorry if this was off topic.
