Played alot with prestige 9+ classes and never got one.

They're definitely in-game. Refinable gears have a chance to drop whenever you loot a Legendary gear for a Hero of Reputation 9 or higher. The chances to gain a Refinable gear increases with their reputation level.

I must have horrible luck then, seeing as I haven’t found one piece for my Rep 41 LB :/

LOL i am pretty sure u have many just didnt noticed.. Almost every drop is a refined. Check at gear level at new drops and if there is a little diamond shape thingy on the top it is a refineable gear. Hard to notice if u dont know what to see. Upgrade to 30 than can be refined

Ok in the start Of this video he shows what refined gear looks like, didnt Know what to look for thought it would be more obvious what was refined gear.
