    The codes that start with 00 are likely to be blue, but codes like F1945F in the last row is a burnt orange.

    It does look to me like a hex color code, then a plus (2B) or minus (2C), then another color code.

    Working on an idea . . .

    The pattern is a 6-digit RGB hex color code then a + or - then a another color code.

    For the first line it would look like this (I've converted the hex to dec to make it easier to visualize):



    In this instance the resulting color is a very dark blue (maybe a deep purple), not black.

    Edit

    I'm coming up with numbers out of range in subsequent lines. This is probably not a good idea. Even worse idea given that the puzzle was already solved.
