I honestly just think your looking into it too much. Ela, and by extension Zofia and the Polish expansion, was simply the unfortunate case of poor timing when Ubisoft finally realized they had to respond to their playbase and actually fix problems inherent with the game itself to maintain its playerbase.
The problem with Ela is the first two nerfs didn't have a significant impact on her actually being played, since neither change really changed the core of why is was popular; good special traps that made it easier to identify, slow down, and respond to attackers intruding, and a primary SMG that was fast, accurate, and had a generous magazine capacity. Even after the nerfs her traps provide an early warning system, messes with an attackers peripheral vision and hearing (both of which are essential to get the edge on opponents) enough that sneaky roamers or other defenders can still get the kill on an attacker hit by a mine, even if it goes off through a door or wall.
Frankly the first recoil reduction on her weapon was a joke, it didn't affect the guns short to mid range accuracy much, and it still shot like a laser pointer. The 10 round reduction from 50 rounds to 40 had a minimal effect on her lethality, because she still has one of the largest capacity SMG's in the game, only beaten by the GIGN P90's now in sheer capacity.
This final nerf may be the reason she will no longer be mained, just because that recoil increase will make her gun alot harder to use. Frankly a better idea would have been to cut her magazine size down to 30/31 shots and left the rest of the gun as is. It would have put the gun in line with most other SMG's in terms of magazine size and her advantages of low recoil and high accuracy would have remained. And frankly I don't see a good reason for Ela's mines to be nerfed, or Zofia's grenades either.
I can't say I played her alot, mostly because I'm sorta slow on the draw for operator selection so most of the time somebody grabs Ela out of the gate before I get to her, but I'll admit I enjoy her playstyle, and frankly I also enjoy the history and reputation of the GROM. Also kinda helps the Poles have a camo pattern I can actually appreciate. Though even I will admit one of the reason's she's been mained so much is her SMG was superior to most of the competition on the defenders side of the game, and it should rightfully be brought down a notch to make it less like a super-gun compared to the competition.

Cutting down on ammo is a game of diminishing returns. It's much more impactful to go from 20 -> 10 bullets than it is to go from 50 -> 40 bullets, even though both instances subtract 10.
Giving Ela increased recoil was a good move. I'm glad she's finally getting the nerfs she needs to balance the game. Keep in mind, this was a long time coming, and Ubisoft was not and is not willing to nerf her into oblivion: the goal is balance, not destroying an operator. Everything being cried about should not exist to begin with. Her gun shouldn't be as steady as it is, and the increased recoil SHOULD HAVE BEEN all along. Complaining about justified nerfs is just wanting an operator to be overpowered.

First argument: Useless gadget. What you are calling a useless gadget was supposed to be a trap. You place it and stay close so that you can attack from an unexpected angle. It is also one of the best roaming gathering information gadget available (best one I think is lesions gu mine but hes 2 speed so thats different), as you just throw it and it works alone, not like a valks cam that you need to watch. Its hella hard to notice, and also it stuns your victims. If thats worthless then I dont know what you wanted her to have.
Second Argument: Her weapons. I agree that her shotgun is good, but its still on the better-than-others side. Its firerate, along with its accuracy makes it better than Saiga. It has more customization options than any other shotgun in the game, and its an auto shotgun on a 3 speed, that enough makes it deadly. Her pistol is balanced. The case with this one is that when other operators are using pistols then all of their shots wont connect. If youre really good with a sidearm then yeah, all of them will hit and it will be very usefull weapon. But only hers and zofias have the ability to snipe people form a long distance. Where it lacks in strength, it makes up with accuracy. And lastly. I already know what you think about ela when you write "the Scorpion is a little too good". That a little too good scorpion in the beggining was a compact LMG, with a recoil of a 9mm SMG, and dmg of a .45 calliber bullet. You want to see a high ROF balanced weapon? Look at Miras vector. High ROF, yes. 40 bullets magazine? No, even lower than most weapons in the game. 28 dmg (a fun fact Valkyries MPX has 26 dmg and a lot smaller ROF)? No, its a headshot only weapon with a 21 dmg. Recoil? Totally not found. So you see vector is good in some parts, but some sacrifices were made. I will stop here cause if you didnt see a reason after this point then theres nothing more I can do.
Third argument: Impact nades. I can see that the change that she will have a shield instead of impact nades is FORCING you to use that shield. But you know that she also has another gadget? Barbed wires are still good. Theyre effective, they give you info about movement, and they slow down your enemies (about which you were sad that her gadget didnt). Its not a good thing that one operator can give himself info about enemy movement (lets add valkyrie to the mix and they have nowhere to hide), create ambushes/fortify objecitve room, create rotation holes, and then effectively roam by herself.
Last argument: Heritage. So youre half polish, and youre saying that you felt a connection with her, you could relate with her. In what way exactly? Cause she doesnt even say anything in polish (unlike zofia), she doesnt look polish, and except her biography theres almost nothing about her thats polish (at least in game).
Its good that you will still play her, but its a shame youre using different nickname here. I would like to see your stats with her. And to finish this. Youre half polish, and Im full polish. And the only thing other than sadness about removal of polish season, and the fact that two grom operators are chicks, I only felt disgust while playing Ela. No operator in this game should be as versatile, and powerfull as her.

I'm not sure what the average stats for Ela are, and I don't play Siege all of the time, but pre-white noise my K/D with her was around 1.8. When white noise launched for some reason my stats on her were reset to all zeroes. I'm back up to around 1.5 now.
There was also more to my OP than just Ela.
