Load of old cobblers. I have got the game working, and it works perfectly! As I said before your tech support is very poor and sadly lacking.
All I had to do was find out which elements and files within the game were connecting to the registry and to the internet and prevent most from doing so.
It's absolutely flawless now with most video options being set to medium.
Seriously, you need to improve your tech support instead of blithely saying "your computer doesn't meet minimum requirements" because that's just an excuse to say "We can't be bothered or are not capable of working out the problem.
I've recently installed it and been through all the stuff you've done but still can't get it to run. Ubi tech support guy said that it would appear from my msinfo.txt that I am trying to run the game on a laptop.
The machine is a Z10PE-D8 WS with 2 x E5-2630 Xeons and 64Gb RAM and a 1060 so couldn't be further from a laptop.
So the tech support can't even read basic system information.......
So how did you get round the problem?

open a support ticket with Ubi Support .. but i don't think your gonna have much luck as the CPU's your using may not be supported as they are indeed server CPU's with many cores .. i do not think the game will see them properly ..you may have to limit the amount of cores used
i know its been a problem for others with Xeon based rigs in the past as well as people with the new AMD threpripper CPU's .. they have to use ryzen master to get the game to launch
and i do not know what software you could use on an Intel CPU .. you may be able to do it via MSconfig
