Usually devs spend at least a year or two on a project before they even reveal it's being worked on, so I doubt anyone but insiders know for sure, and they're no doubt sworn to NDA contracts. With the sales on this one however, there will no doubt be another made, with possibly very similar theme. I also feel they will implement some changes based on feedback.
A major change I'd like to see, if there's more drug cartel activity, is a DLC this time that is not a cheesy movie themed disaster like Narco Road was. I don't mind if it has some Breaking Bad type humor in it here and there, it just has to be better quality stuff. Maybe you go undercover to track down the kingpin.
