Is it true that all weapons purchased from the store are nerfed versions of the actual in-game versions?

I'm playing GRW on both console platforms & I'm really not interested in grinding out all the weapons again. I'm therefore considering buying the weapons which I prefer using most, but will most certainly not buy any weapon if they are not at the same performance stats as the in-game versions.

The weapon packs that contain the regular weapons from the main campaign are just unlocks - not new weapons - so they are the same.

The colorful variations / unique looking ones that have an aray of preselected attachments are a different story. Based on Dark Dalley's testing they seem to have the exact same stats that you version of your weapon + the same attachments should have, except for bugs. Now since those are not optimized configurations they are often not as good a custom build regular weapon.

I did a lot of Testing, and there's not a single DLC Weapons that was worth the Money.
For me personally especially the M4 Versions are completely disappointing.
