I just purchased Ghost Recon Wildlands Gold

Here is the issue I'm having.

Windows 10 Home 64-bit
My taskbar becomes invisible and also is not clickable / usable

here is what my taskbar looks like after I have properly exited the game.
I changed the desktop wallpaper to white to show.

Do you need to reboot to fix this or can it be fixed without doing this?

Yes I have to reboot windows to correct the issue.

EDIT: I failed to also mention I use dual matching monitors both @ 1920x1200 resolution.
in the second monitor I run EVGA Precision XOC, Task Manager, and Discord.
Gaming is focused on only one monitor.

Please try running the System File Checker, via the steps here. This may well be due to Explorer.exe crashing when the game closes, so this is to check for any errors with the system files.
