That build will probably end up fairly weak. D3-FNC was changed recently, it no longer benefits as much from Electronics. A base level of Electronics is fine and then Stamina makes the shield stronger. The 2 and 3-piece bonuses of TA don't do much for the shield, and it will be hard to split Electronics and Stamina properly and still have a strong shield and strong sticky bomb. Missing out on the 4-piece bonus for D3-FNC means you are stuck with the pistol instead of the SMG while the shield is up.
The most popular build for D3-FNC is pumping up critical damage for the SMG since that's the best weapon you can use with the shield. The only thing that changed is that instead of going Electronics/Firearms, now you go Stamina/Firearms. There aren't a lot of 2-piece bonuses that work well with the 4-piece D3-FNC, but there are two High End items that do pair well. One is the backpack that heals your deployed skills when you get healed, and the other is the gloves with 7% CHC on targets out of cover. If you roll as much CHC and CHD on your gear as you can and use those mods on your SMG it will add up. I recently picked up an AUG A3 Para M with +10% CHC when nearly full health, crit hits heal for 3%, and 15% CHD. I had to roll that last one on it, but it's a beast. It destroys the MP7 I was using before, which is only really possible since 1.8 changed the glove bonuses for gun damage.

As the others have said but the shield really needs 4x dmg resilience mods at 5%. If running 6 piece with 9000 stamina use 3 resilience and 1x 4% ballistic sheild dmg mod.
D3-FNC is my favourite set! I used to run a PVP/PVE monster but 1.8 really hurt the d3 build. It’s now a great PVE build and an ok PVP build.
