So with the signature skills, this got me thinking...
What if we change the 6P so that it chooses your highest investment of the 3 tiers:
- FA higher than STAM & ELEC = Tact Link Effect
- STAM higher than FA & ELEC = Survivor Link Effect
- ELEC higher than FA & STAM = Revival / Heal Link effect
Then, the more you invest in it, the stronger the effect becomes. How much it works for is up for debate and needs to be balanced. Also, to have some team based effect (as otherwise investing in Electronics isn't that great), I would let the Heal Link heal teammates when they stand withing X meters of their teammate.
NOTE: It's always active, hence why the values might need tweaking.

To be honest, it's ridiculous that we're even discussing changing Classified Gear Sets. We've all given plenty of feedback during the various PTS stages and it was roundly ignored by the developers.
If they were unwilling/unable to change a gear set during a PTS, they are hardly likely to bother now that it's in the live game.
What did Yannick say? It takes a few months for a meta to establish itself (or something like that)? And yet the meta is exactly what everyone expected after even a short time on the PTS.
They had almost an entire year to get these Classified Gear Sets absolutely right. The 5P just extends the 3P. That means they only had to get the final 6P right and we could have had an interesting and truly varied game.

Everyone said Predator and Striker were broken. Everyone said the Nomad multiple revives were asinine, but the developers need to watch the game spiral into a boring three set meta over the coming months before reluctantly they will admit that they were wrong ... AGAIN. Eventually everything will get an 'adjustment' (read catastrophic nerf) that will ensure that EVERY Classified becomes vendor trash, not to mention the huge loss of more players that we will have endured by that point.

Nomad / Predator are also on the rework list for me. Striker needs to be tweaked heavily to keep headshots a thing, but also toned down in max potential.
Nomad ... idk I think the set should make a player tougher but the extra lives thing is really annoying in PvP.
Predator fun as hell in PvE but really annoying in PvP. It's not as OP as people say but it's still a really annoying mechanic to deal with.
Not to mention the current TTK in PvP is BS, I literally feel forced to run Striker if I want any half decent DPS throughput.

If tec support and commanding talents worked you could earn all 3.
Alpha 6 piece could be a more powerful but less predictable talent than striker stacks.
I think op skills are essential at this point in the game, we just need to earn them not be gifted the bonus like pred and nomad.
Imagine if nomads had to stack to guarantee a proc, or bleed was proportional to the number of bullets hit. Would be much more balanced with more room for individual skill to show.

Realistically they won't remove the skill rotation, so stacking into one would just mean you'd spend 2/3 of your time waiting for the only useful bonus. Also the idea that you'd get a 30 second Sig skill for a kill is ridiculous, if you can't get a kill in 10 seconds with an insane boost your doing something wrong.
They should support us to stack the skills if we are able.
Team mates signatures should overwrite the 6 piece talent for the duration of the skill.
I do like your proximity idea as it's hard to directly support your team with revives but even with the skill rotation it might be over powered.
