Nerf is a straight-up downgrade to the ground, rebalance is adjustment in numbers, values, tracking, stamina costs, etc without hurting the hero, and making his entire kit more connected together, with no obvious huge advantages and no obvious massive pitfalls. Nerfs are easier to pull off than rebalances. Reworks are the hardest thing to do because it involves new animations and new kits.
The last thing he needs is a nerf. What he really needs is a rework and hyper armor on some of his move sets (like shove, long arm, etc.). His initial trailer stated that his "armor that has no equal with it's construction that is a kept a secret of their order". So why doesn't he have hyper armor again?

As a now Rep 40 LB, I can agree with block shove been removed. But without it, LB becomes a lot weaker. Perhaps instead of removing it, add a cool down. Block shove can only be used once every 5 seconds or something, and if used again in that time the following light becomes possible to block OR dodge. LBs Armor gives him the most HP flat in the game, at 150 so I guess that’s where the no equal part comes from.
I think the team will rework him in the future, to accomodate new moves and balance out the block shove, but he isn’t a priority for the team. He is mid tier - bottom high tier hero at best, depending on the player.
