What I don't like is I see 1v1 say up on zone "A" in the temple garden and as I run up to help my teammate dies so I engage. 1 hit and revenge is there and he pops it. Now I have to deal with that and I didn't even do anything to start it. I don't know if they would even fix that but it wasn't a 2v1 just 2 1v1's so like it was said earlier it knows when your out numbered. You can see the renown.
What I'd suggest, is let the Revenge meter build in 1v1 either fully, or to maybe 80-90%, but disable the activation unless there's at least 2 players within a certain range.
That should keep it from being used in 1v1 fights, but still let it activate fast enough in case more players join the fight.
