Soo rhetorical question, how can the highlander be this bad!? His damage is garbage for his speed and he has limited moves and no dodge, horrible health, and trash stamina. How is it the speed of an orochi can out heavy my lights and do as much damage and my 5 second heavies with this character? I love the way he looks but he is hands down the most under powered character i have played. Please someone tell me they are going to rework him or something?

Before i say something else, around month, he will get rework (we know from Warrior´s Den).
HL is rly underpower, agree 100%, HP low, stamina management terrible, speed like performing the needs of a person with constipation.
But... his move kit is pretty nice. Till maybe rep 5 i was scared to use Offencive stance often. Now i even start match in offencive stance and punish fast agressive enemies dodging theirs attacks and kick, grab or light offencive. Use counter light, feint everything u can feint, use his spin 1-2times in game, dont be too hurry to kill everyone. 2 offencive lights have better rewards in lower risk then 1 heavy (cause parry).
GL in next fights mate.

So I've posted this on multiple threads. I'm in the top 10 Highlander players on PC and I'm here to help you guys out.
HL has a lot of moves in his kit that are high risk - high reward. His attacks are slow, do mediocre damage, are easily punished/parried, his stamina is low, and so is his health. On paper he's trash tier, but he's actually pretty good if you're willing to put in the effort and have the natural reaction/prediction times to get a lot of light parries.
My first suggestion is to know your punishes. Any side light parry (except against conq) guarantees you a top heavy. Parrying some characters' heavies guarantees you an offensive form kick (I'm not sure who though). Parrying nobushi lights DOES NOT guarantee the top heavy because her weapon is too long, but it DOES guarantee an offensive heavy. In general, staying near walls is a smart plan because you get a lot more off a gb than you would without a wall to get top heavies off of.
Don't be afraid to stay in offensive stance at medium-long range! A lot of people will go insanely aggressive if you stay in offensive stance, leading to easy parries for you. If you feel confident that you can dodge your opponent's attacks, going into offensive stance and dodging the attack generally nets you a kick since you can use kick during your side or forward dodges. Another strategy is to go into offensive stance and immediately cancel into either a guard break or light since people may react whenever you enter offensive stance.
Intentionally whiffing your lights (backstepping while light attacking) almost completely prevents you from being parried, and is a fast way to start a top heavy for trading with hyper armor. Some people may aim for a quick light to knock you out of it.
If your opponent likes to dodge your kick - grab mixups and your offensive heavy - kick or offensive heavy - grab mixups (and are actually succeeding), don't be afraid to try offensive heavy - kick - grab. It's a lot of stamina to burn, but it's a lot of different things for your opponent to mentally process and it very easily messes them up if they aren't just attacking you out of the mixup.
Good luck! There's a lot to learn about Highlander. He's absolutely the most complex character to learn simply because he's lacking in so many areas. Once they actually announce the buffs/rework he's getting, we can start to have an easier time. For now, being good at him will undoubtedly set you apart from all the people who will only pick him up when he isn't "garbage tier".
