Yes, similar to the Halloween event, you will be able to loot the Frost Wind Festival gear simply by playing matches. You can find additional answers and details for the event here.

The Mask Outfit will be for 15,000 Steel until Dec.28th, then 20,000 Steel onwards. This also includes an effect which only comes with that outfit.

We can loot a separate effect, and an ornament, and separate color palettes. Mask Outfit isn't lootable, it's purchasable with Steel.

Also we get new-looking weapons via loot.
