Or...they expect players to adapt. The DZ has always been hazardous for solo players, but many of us simply adapt to the dangers of the environment. I don't think it's that they don't care. I think it's that it is a fluid environment where players want to feel "safe" when the DZ simply isn't a "safe" place and was never intended to be.
I've played games where the entire game world is essentially DZ, but in the Division that experience doesn't feel right.
Maybe it's because the RPG of the DZ is stripped down from the rest of the game.
In the games I used to play, the entire world was like the DZ and all the RPG mechanics existed within them.
You still get the basic RPG elements in the DZ like build diversity and shooting enemies 20 times in the head, and collecting loot.
But compared to the outside like with Underground, survival, scripted/voice acted missions, ect, the DZ lacks.
Maybe that's why the only thing I like in the DZ are the contaminated events, it seems to have a purpose outside of serving the player.
