I am on the PC platform. I have looked in the in-game shop under bundles and also under digital content. Cannot find it there. I have also looked under the "Unlock New Operators" page. The only thing I see at the bottom of that page is the option to purchase the year 1 bundle. I have contacted Ubisoft support I think three times now about this issue. I have tried multiple suggested fixes with no success.

Yeah, i made my post after skimming over what your problem was, once i noticed you telling Noty that you already scrolled down, i had already posts my comment, so i edited it and added the you'll have to contact support.
