I paid 1000 in-game dollars for the Transmission Overload pack, but cannot find a "foil pack" to open.

I can see that 15 Alien Hands are added to my bank. Does that mean that the entire premium pack was absorbed into my collection, and I have to deduce what was included?

Hi, AlbertWFox! Rewards are server based, so cards should be automatically added to your inventory as soon as you attempt to open a card pack. However, it's definitely unusual that you wouldn't have seen the opening animation for the pack. Did the game crash after you purchased the Transmission Overload offer?
