I Notice it several days ago. Is this his additional move that UBI promise us? or just a Bug? Because I dont remember this move mentioned in the Patch Note.

If this is only bug, please make it permanent, this is a good additional move

It says right in the moveset. Top Finisher can be cancelled into side light or heavy.
