As stated, I believe we are stuck between a rock and a hard case.
The rock may be the technical limitations and console hardware that has (more or less) dictated how The Division, has turned out since the 2013 E3 reveal. It has been drastically scaled down and my bet is because the XB1, and PS4 hardware is so weak? If TD had been a PC exclusive, I bet it would have been a game more like the trailers advertised... Especially because PC games like DayZ, Rust, etc. were all the rage at the time TD was being produced.
The hard case is Massive, and UBISoft just refusing to admit the majority of their player base is PVE-oriented. This also may have to do with UBISoft's "Games as a Service" mandate they are trying to move forward with because of the success other publishers have had with MTX and on-going revenue streams? The difference, however, is TD was released unfinished content-wise, and they just could not keep releasing enough on a consistent basis, for the GaS model UBISoft, so desperately wants a piece of.
24 players enter the DZ. Friendly fire can not damage any of them until one of them toggles.
Take away the option and what do you have? 24 players in the DZ that can not damage each other.
Nothing is needed to make a PvE DZ that isn't already there.
It is a PvE DZ right now but players have the option to turn on friendly fire.
