    Yes, you have to do it in WT5. Just check Resistance Leaderboards and if there is 19+ on all 3 you will have a marker on a map to collect Transmission 1.

    You have to get to wave 20 on all 3 maps (Power House, Pier, Carrier) in world tier 5. World tier 1 will let you unlock the commendation, but will not count for the SHD 1.

    actually you have to get to level 15 and finish it, you don't need level 20

    If SHD 1 is for completing the waves of resistance (I don't remember which is which), you have to complete through wave 15 (hunters) wave only. Also, the transmission will not "unlock" until after the leaderboards reset. So, typically, the next day when you login you should have a message to return the collected data to Sheila, or whatever her name is, at Clinton. I did this on all 4 characters. Collecting the phones unlocks immediately... the waves needs to cycle through the daily boards.

    Also, the waves through 15 have to be done on World Tier 5. Anything lower will not count.

    And, you 100% do NOT have to get to or through wave 20... it is wave 15. I promise you. Don't listen to anyone else that says 20 because they are dead wrong.

    That did not work for me. I agree getting to level 20 on all three is not necessary. I am at level 19 on Carrier (still), level 22 on Pier 93 and was at level 17 in Powerhouse. SHD 1 was not unlocked, it wasn't till I went to level 28 on Powerhouse did the SHD1 became available. So getting to level 20 on all three is not correct and getting to level 15 is not correct, its something in between.

    Did you wait for the leaderboards to reset? I did this on 4 characters, and all but one, we wiped on purpose at the start of wave 16. Sorry your experience was different. It's pretty well documented, however, that you just need to beat wave 15.
