Can't get past the loading screen

I bought this game when it came out on steam only to get to the loading screen and have the game freeze. the music still playing but the loading dial stops spinning and nothing happens.

I recently upgraded my processor and RAM and I'm running and GTX1050TI

I really want to play this game but i can ever get it to work, I am not really sure if I can refund it since I spend two hours in game trying to troubleshoot the issue.

This sounds like a graphical situation. Have you gotten the most recent drivers for your GPU installed? Also, please try verifying your game files and let me know if this helps out!

updated drivers to 388.31 and it still just freezes on the loading screen. the wheel stops spinning like usual and the music just stays on. i let it sit for 40 minutes before ending the program. verified files didn't work either.

    stuck at loading screen wtf

This issue has been existing for a long time according to my search.... And none of them could get a proper solution from the UBISOFT tech support or whatever.
Many people had tried different ways to try to solve this even those so-called "instruction guides" from Ubisoft tech guys. I mean, this game was made in 2015, how the **** UBISOFT still can't fix this?????????????????????????????????????????????? ?????????????????????????????????????????????????? ?????????????????????????????????????????????????? ?????????????????????????????

DOES UBISOFT ONLY KNOWS HOW TO MAKE DLCs AND SEASON PASS?????????????????????????????????????????????? ??

Why do you think that this is a "graphical" situation? Is there an issue with crashing while loading the campaign that Ubisoft is aware of? I am just curious as I have found many threads with this exact same issue. I actually have this exact same issue and the Support Representative said my CPU was the problem. Thankfully I am getting some troubleshooting assistance, even though my CPU is just below minimum, but the forum is a different story for other users.

I understand there are many configurations of hardware and software out there and sometimes one solution won't necessarily fix the same issue for all. With that being said what is the issue here? We keep seeing the same generic responses from the Support Team, granted you all may just be going through the process of elimination for each individual report of this same issue. Either way there has been no resolution.

    *****EDIT:*****

After some digging and testing, this could be related to just about anything lol but Ubi-ludex's comment has provided a good hint as to where we should be looking for the issue:

sockhand check your Windows Event Viewer:

    - Go to Windows Search.
    - Type in "Event Viewer".
    - Select "Event Viewer" (Desktop App).
    - On the left-hand side under "Event Viewer (Local)" expand "Windows Logs".
    - Click "System".

---> Do you see any Errors or Warnings?
---> If so do the timestamps correspond to the time of your crash?
---> Is the "Source" of the Errors or Warnings listed as "Display"?
---> What do the details say?

For example, I get 2 Warnings listed as "Display" under "Source" that are only seconds apart. They say the following:

    - Warning: Display driver amdkmdap stopped responding and has successfully recovered.
    - Warning: Application GRW.exe has been blocked from accessing Graphics hardware.
