I'm having the same issue/s as well. The bug/glitch has managed to get hung up in several different places.
First occurrence was the 2nd Minor Slot; I was able to select it and bring up the list of artifacts, but upon selection it wouldn't equip. Thinking I must've missed something, I played on and was able to unlock the 1st Major Slot and was successful in equipping an artifact to it. The 2nd Minor Slot still would not equip.
The second time, I was able to get both Minor Slots and the 1st Major Slot equipped before the 2nd Major Slot bugged out.
Third instance, I was able to get both Minor Slots and then the 1st Major Slot bugged out.
I have tried uninstalling & reinstalling, I've tried cleaning out the cache, I've tried both with and without the UbiConnect back-up on.

I've got the same sort problem. I'm only level 7 and it's asking me to equip an artifact to the Epic Artifact Slot, which isn't unlocked until level 8
