They seem to be in every Santa Blanca major related area per province since the lore says Santa Blanca did the raid. Based off of that I figured one is probably in the prison in Floro de Oro in a cell from a captured Santa Blanca member and sure enough there is one in a cell. The cell with random items in it in the Unitas penitentiary.
