I've been there twice also and it's not showing up. Same with the one at the Monastery. So going to do a verify files and see if that works. I had to restart the game to get the first one to appear.

find 21 skulls without even a single hint, where to search?

the skull on top of the tower at the monastery in la cruz - there is even no f**cking way to climb.
the skull in Holy malca base are no visible for me. the only way for me is blindly hitting the "E" button in order to grab it.

even if i know where to search, if there is no "normal" way to grab it, i am off... why do you guys do this?

i am realy a understanding person and i absolutly unterstand that this is not mean to be done in a single day ... but come on - make it possible for everyone ... thats turn out to be frustrating for me right now -.-

on the other hand, the theory with the 21 Provinces sounds realy good. not simply santa banca bases. more like places with a special backround for santa blanca or/and bolivia. even if they willing to ruin the festival for the civilan and rebbels - its still a part of her own religion.
